My only child,    a son 31 years old,   and his family,    live in Redding,     and ever since my late husband died,   in 1992,    I have been intending to move to Redding.

As a "philosopher-futurist",    this job role as "change manager"  for the marketing of an energy related product/service,     would be perfect for me.   It would be the culmination of many diverse projects and skills.     It would tie together the best of what I know and do.

It would give me the outlet to express themes that I have been writing about and working toward for 30 years,   but now,    from "within the system",   added to recently- acquired jobskills in the cutting edge in "new management talk".    It also involves aspects of "teaching",   that I would enjoy.   It "feels right".      I hope that you feel the same.

Under general direction, duties performed include, but are not limited to: I would be honored to take this job,    and be the person officially "in charge" of seeing that "the city" (and its electric utility arm)  take a leading role in ensuring a healthy supply of jobs for its citizens.    I would measure my effectiveness in this capacity by the results,    and not rest after doing just enough of this lip service to ensure my own salary for another year or so,    as it seems so many in this line of work do.

If I read the rest of this right,   you really mean
"How do we keep businesses happy with their utility bills,  so that they will stay in Redding,    and keep on providing family-wage jobs for our citizens,   or,   in the alternative,   how do we help small businesses to stay in business,    and not fold up?"

As an Energy Efficiency Analyst (Title 24) since 1993,   I would mention

Development and implementation of new customer services to enhance the utility service value;  Selling hydro-electric power to non-local electrical consumers
Selling people on the continuum between responsible environmentalism and their use of electricity Include in these advertising campaigns the themes of Redding as a "new paradigm",   or "forward-thinking"  city,     as somehow affecting the vibrational quality of the electricity they symbolically buy,   when they choose  Shasta Dam electricity as their energy source,   besides being non-air-polluting.

Promote Redding As Setting An Example For Other Cities
Let Redding be a resource model for other cities,    in every part of every bureaucracy or program,     showing an example of cooperation and non-dictatorial peaceful issue resolution.    That kind of image should attract a lot of companies,    especially ones that have had dictatorial confrontations with their current city officials.

Let Redding show an example of how public servants can help every citizen rise to their full potential,   by respecting every citizen's rights to exist at their own highest level of consciousness,    and not trying to control and dominate everything thru  FEAR,  FORCE  and  COERCION.

Seed Money For A Tax Free Future
Initiate Trust Funds with some portion of the proceeds from the sale of electricity,    into sound mutual funds that promote job creation generally,   such as  The Kaufmann Fund.     With an eye to a future where taxes will gradually reduce in percentage,    being replaced by investments that pay dividends to support city functions.
 

Tourism Promotion Themes
Integrate these themes with the tourism advertising,    trying to influence visitors to take a little bit of these "new thinking" ideas back to where ever they came from.



Mini-Green-Belt
Neighborhood mini-farms,    where a whole yard is organically farmed,   and/or has decided to not mow the lawn,  but let seeds grow,      where plant materials would be welcomed,  for making of compost,    or tree limbs welcomed,    for cutting up into firewood,    where the human beings who live there would live in  a closer-to-the-soil consciousness,   which would help all the surrounding families,     thru the center of every atom,    where everything is connected.

Whereas past energy utility educational programs have effectively taught energy conservation,   insulation,   water conservation,     now a more "integral urban homestead"  program would strengthen   a closer-to- the-soil paradigm,     the way people lived for thousands of years successfully,    old tried-and-true instincts,
that would promote more gardening,    fruit trees,    and that would teach ways to generate less household waste to be buried or burned.      This lifestyle would not be for everyone,  but cities could honor it when they find it.

New integral urban homesteads,     a mini-green-belt,   perhaps one per block,      would benefit the birds,    squirrels,    the atmosphere (by letting more trees grow instead of lawn-mowing),     places where demonstration projects could be going on,   to teach  energy and water conservation,    and organic gardening,     and more  "in-tune-with-the-Earth"   things could be experienced,    maybe partly a community garden [my secret name for this is  "sacred ground kingdom"].

Monitoring and evaluation of business community's response to the City's business retention and attraction program;

In order to become increasingly more and more effective in being "servants of the people",     i.e.,   efficient information brokers and educators,    rather than old-style dictatorial dominators,    I would try to influence any City policy or program to DE-STORY  the crime-and-punishment paradigm,   wherever possible,   and adopt a business-like paradigm.      This would ENABLE  getting honest feedback from every customer of the City's "busyness".

If the health of the city and its citizens depends upon supporting the business owners,     so that their cashflow is healthy,     then the "people aspect" of this,    or staying friendly and non-dominating  in our interpersonal relationships with these owners means a healthy city overall.

ReInventing Government is something we should do,    at least every 20 years.

With so many laws and rules based on a crime-and-punishment paradigm,   it is difficult to get good feedback from the consumer of the City's services.      We need feedback from all the city's customers,    not only to have a clear idea of what the "current reality" is,   as perceived by the customer,    but also,    the desired "future reality",     that the customer envisions.

I would try to balance the adversarial and win-win approaches.

If all involved remember to utilize REASON,   rather than confrontation,    it should be easy to achieve good agreements that everyone feels that "they won".

Stronger as a writer than as a throat chakra public speaker,     I would probably incline to express thoughts in writing,   newsletters,    brochures,     and web pages.      Certainly,    I would feel obligated to work on developing my public-speaking ability more.

The WHY
I understand how important it is to the health and well-being of the families and individuals within a city,   that someone takes the responsibility to be IN CHARGE  of ensuring a healthy and robust economic climate.

Most of the agencies that deal with abuse,  crime  and violence,   are missing the point,    that these are usually SYMPTOMS of the underlying disease:  unemployment.

Like a cattle rancher knows to not have too many cattle on a piece of land,     a wise City government will actively pursue improving the economic health and carrying capacity of its area.

The HOW
As an entrepreneur and self-employed person,    I well understand some of the policies that City regulators and Tax officials follow,   and how that impacts the person trying to start a business,   especially the sole proprieter that is really struggling just to try and "make their own job",   but has all the regulatory  burdens of a full-sized company.

If employers prosper,    they can continue to provide stable employment with family-wage jobs,   and the more of those jobs that are available,    the less dollars need to be spent on law enforcement.    When people have constructive things to do,   and feel self-esteem from accomplishment,    they are less likely to commit crimes.

I have a deep understanding of energy efficiency,   both thru having lived in a 1904 Victorian house,   that originally had 3 inches of fiberglass batting in the attic,  and that was all,   and also thru my work with analyzing house plans for energy efficiency,   for contractors under Title 24.

I can certainly envision and write speeches and press releases,   but I admit that I would need to further develop my speech-delivery talents,    perhaps by joining Toastmasters club,   and just doing more of it.

On a Meyers-Briggs type personality test,   I scored strongly intuitive,   but otherwise closely balanced,   slightly more extrovert than introvert.

The position requires an individual who possesses excellent communication and presentation skills.
I have excellent communication skills,  primarily written,    but I believe that I can grow in the oral presentations area.    I do use PowerPoint,   in Microsoft Office 97.     I would like to express a lot of this in Internet and Intranet  html pages,    that could be influential in helping similar officials to understand the same things,   and would help to promote Redding as a "new thinking" city.

In a world full of constant change,    I can come up-to-speed in a few days on most any subject from reading about it on the Internet.     I am familiar with using the Usenet newsgroups to ask knowledgeable people about certain issues.      I have superior reading and learning abilities.

Ability to: Analyze complex issues and make sound policy and procedural recommendations;   interact effectively with the industrial, commercial and residential customers, City staff, and the media.

With a strong paralegal experience since 1977,   I understand that every rule has an exception.

Coming from the perspective of a technical writer and long-time software developer,    where the program embodies the policy and procedure desired,     and understanding that nothing complicated is ever finished until you DOCUMENT it.

My father Francis Theodore Newton,     was the equivalent of an electronic technician,    handling all the electrical,  radio,  sonar,  radar and similar equipment for  Sabine Towing,    a big oil shipping company in SE Texas.

My first husband,   Virender Narain Seth,     was an Industrial Engineering ( used to call that "efficiency expert")  student at Lamar State College of Technology.    He was planning to go back to India and build many factories with his father's money.

My second husband,    Albert Rudolph Soza,     was a Mechanical Engineering style draftsperson with the NASA aerospace and defense industries,   in S. California.

I personally rewired my 1904 Victorian house,   except for the updating of the service panel and the heavy plumbing from there to the weatherhead connecting the house to the power line.

I have worked as an Energy Efficiency Analyst (Title 24)  since 1993,   analyzing house plans for the energy efficiency aspects for contractors.    I can use AutoCAD.

I have built my own personal computers since 1984,   when a lightning bolt destroyed my TRS-80,   and I had to replace it with an IBM PC style personal computer.    I am presently gathering the recycled networking hardware and software to set up a small computer network at home,   to learn Novell Netware.
If you really think I need it,   I can study Digital Electronics and Analog Electronics.

Experiences in sales and marketing as a self-employed entrepreneur as a Software Developer,   Software Technical Writer,    Peace Activist Lobbyist, Desktop Publisher,   Computer Consultant/Tutor,   Web Page Designer ,    and Energy Efficiency Analyst.    [ I once made a deep study of a binder-formatted book called
